Concerns About Guam Base Buildup
In the next few years, Guam can expect to see a large increase in population. Recent plans to shift military installations from Okinawa to Guam have garnered sharp criticisms across the board. Though many construction crews are looking forward to potential work, environmental agencies are concerned that not enough attention is being paid to the impact of such an increase. However, the initial number of military personnel is only about 14,000 including family members that number could soar to 40,000 in a few short years.
Sewage
The main complaint from EPA officials is that the government has not adequately prepared to improve the infrastructure of the island. It is feared that raw sewage spills and a shortage of drinking water will occur if plans are not put in place before bases are completed and thousands of military personnel arrive on the island.
Coral Reef
In order to allow for increased container ship traffic and the military’s naval presence there are plans to build a new aircraft carrier berth at Apra Harbor. EPA criticizes this plan saying it will negatively affect the 71 acres of coral reefs. Though military officials claim to be taking all recommendations under advisement it is unclear what they plan to do to protect this vital area and the endangered species the coral reef supports.
Environmental Impact Studies
Very soon the studies should be in that will determine what appropriate steps should be taken to protect Guam’s natural resources and allow the island to properly accommodate the huge change in population. Current announcements state that the studies should be in by the end of July 2010 and hopefully more Guam bid requests will follow.
Conclusion
This is a massive undertaking by all parties concerned; there has never been a military facility increase of this magnitude in US history so it will be interesting to see how it all plays out. In the mean time many contractors have hope that the Guam base buildup will mean opportunities for work in a flagging construction economy and with the billions that are proposed for this project they should be right on the money.
